La PAH presenta propuestas concretas para frenar la especulación y garantizar hogares dignos: prohibir desahucios sin alternativa, limitar la concentración de propiedad, expropiar vivienda vacía y fomentar alquileres sociales

La Plataforma de Afectadas por la Hipoteca (PAH), en el marco del encuentro europeo Popular Assembly for Housing Justice: Homes for People, Not for Profit, hemos plasmado la necesidad de convertir el movimiento social por la vivienda en un verdadero contra-lobby ciudadano capaz de influir en las políticas europeas y frenar el poder de los fondos de inversión y la especulación inmobiliaria.

La vivienda se ha convertido en el negocio más rentable de Europa, mientras miles de familias pierden su hogar”. La financiarización y la turistificación están expulsando a vecinas de sus barrios y agravando la desigualdad. Hablar de vivienda es hablar de una profunda injusticia, de desposesión, de tremenda desigualdad social.

Cuando hablamos de convertir el movimiento por la vivienda en un contra-lobby, no hablamos de imitar a los lobbies del poder, sino de equilibrar la balanza. Los fondos de inversión, los bancos, las grandes inmobiliarias tienen recursos, contactos, puertas giratorias. Nosotras tenemos algo mucho más poderoso: legitimidad social y capacidad de movilización.

Para ser un contra-lobby real, necesitamos tres cosas:

• Unidad y coordinación europea. La especulación no conoce fronteras; nuestros movimientos tampoco deben conocerlas. Hay fondos que operan en toda la UE. Necesitamos una red europea de organizaciones, municipios y plataformas que compartan información, denuncias y estrategias comunes.
• Presencia institucional sin perder independencia. Tenemos que estar en los espacios donde se toman las decisiones: en los parlamentos, en Bruselas, en los consejos locales. Pero sin convertirnos en partido ni en aparato: debemos entrar como ciudadanía organizada, no como élites políticas.
• Producir conocimiento y relato propio. Los lobbies financieros tienen informes, cifras, propaganda. Nosotras debemos generar datos, estudios, propuestas, mostrar el coste social de sus políticas y el beneficio económico de garantizar vivienda digna. Hacer que nuestras soluciones sean técnicamente sólidas y moralmente incuestionables.

Porque un contra-lobby no se construye solo con pancartas; se construye con organización, datos, alianzas y persistencia. Y cuando esos cuatro elementos se juntan, el poder tiembla.

La PAH presentó un conjunto de medidas urgentes y estructurales para revertir la situación y garantizar el derecho efectivo a la vivienda en España y Europa:

• Prohibir los desahucios sin alternativa habitacional, garantizando una vivienda digna para todas las personas afectadas.
• Limitar el uso especulativo de la vivienda, restringiendo su función al uso residencial y prohibiendo su venta masiva a fondos de inversión o socimis.
• Evitar la concentración de la propiedad en manos de grandes tenedores, aplicando políticas antimonopolio y redistribución del parque inmobiliario.
• Intervenir el mercado y expropiar viviendas vacías para destinarlas a uso social y alquiler asequible.
• Fomentar un parque de alquiler social vinculado a los ingresos, para que nadie sea expulsado de su hogar por no poder pagar.
• Garantizar el acceso a la vivienda para la juventud, facilitando la emancipación digna y poniendo fin a la especulación de los colivings, la tokenización de la vivienda y el alquiler precario por habitaciones.
• Eliminar los privilegios fiscales de las grandes fortunas y fondos inmobiliarios que acumulan vivienda mientras crece la emergencia habitacional.

El movimiento por la vivienda no solo defiende un techo, sino la dignidad y el derecho a vivir sin miedo a perderlo.

The PAH calls for the creation of a citizen counter-lobby for the right to housing in Europe

The Platform for People Affected by Mortgages (PAH), within the framework of the European meeting Popular Assembly for Housing Justice: Homes for People, Not for Profit, has stated the need to turn the social movement for housing into a true citizen counter-lobby capable of influencing European policies and curbing the power of investment funds and property speculation.

Housing has become the most profitable business in Europe, while thousands of families are losing their homes. Financialisation and touristification are driving residents out of their neighbourhoods and exacerbating inequality. To talk about housing is to talk about profound injustice, dispossession and tremendous social inequality.

When we talk about turning the housing movement into a counter-lobby, we are not talking about imitating the powerful lobbies, but about balancing the scales. Investment funds, banks and large real estate companies have resources, contacts and revolving doors. We have something much more powerful: social legitimacy and the ability to mobilise.

To be a real counter-lobby, we need three things:

• European unity and coordination. Speculation knows no borders; neither should our movements. There are funds operating across the EU. We need a European network of organisations, municipalities and platforms that share information, complaints and common strategies.
• Institutional presence without losing independence. We must be present in the spaces where decisions are made: in parliaments, in Brussels, in local councils. But without becoming a party or an apparatus: we must enter as organised citizens, not as political elites.
• Produce knowledge and our own narrative. Financial lobbies have reports, figures, and propaganda. We must generate data, studies, proposals, show the social cost of their policies and the economic benefit of guaranteeing decent housing. Make our solutions technically sound and morally unquestionable.
• Because a counter-lobby is not built with banners alone; it is built with organisation, data, alliances and persistence. And when those four elements come together, the power trembles.
• The PAH presented a set of urgent and structural measures to reverse the situation and guarantee the effective right to housing in Spain and Europe:
• Ban evictions without alternative housing, guaranteeing decent housing for all those affected.
• Limit the speculative use of housing, restricting its function to residential use and prohibiting its mass sale to investment funds or SOCIMIs (Spanish REITs).
• Prevent the concentration of property ownership in the hands of large landlords by implementing anti-monopoly policies and redistributing the housing stock.
• Intervene in the market and expropriate empty homes for social use and affordable rental.
• Promote income-based social housing so that no one is evicted from their home because they cannot pay.
• Guarantee access to housing for young people, facilitating dignified emancipation and putting an end to speculation in co-living, the tokenisation of housing and precarious room rentals.
• Eliminate the tax privileges of large fortunes and real estate funds that accumulate housing while the housing emergency grows.
• The housing movement not only defends a roof over one’s head, but also dignity and the right to live without fear of losing it.
